Buoy-bedecked shacks are sprinkled throughout the smaller San Juans - (Lummi Island, anyone?) They provide boaters access to obscure shorelines and parks without needing docks. Using buoys also prevents anchor drag across the ocean floor, thus protecting delicate eelgrass ecosystems.
